2023年產品環保責任（修訂）條例草案

簡介

《條例草案》禁止在本地銷售即棄膠餐具和禁止餐飲處所向顧客提供九類即棄膠餐具。管制將分兩個階段實施。第一階段包括禁止銷售和向外賣顧客提供發泡膠餐具及其他四類體積細小而回收困難或已有成熟替代品的即棄膠餐具，以及禁止餐飲處所向堂食顧客提供全部九類即棄膠餐具。第二階段則全面落實所有管制。

第一階段管制於二○二四年四月二十二日開始實施。第二階段管制的實施時間將取決於有關種類的非塑膠或可重用替代品的普及性和可負擔性，暫定為二○二五年。

The Amendment Bill prohibits the local sale of nine types of disposable plastic tableware, and prohibits catering premises from providing customers with such products, with implementation carried out in two phases. In the first-phase regulation, the sale of expanded polystyrene (EPS) tableware and four other types of disposable plastic tableware that are small in size and difficult to recycle or to which there are mature alternatives will be prohibited, and so will the provision of such tableware to takeaway customers. Moreover, the provision of all nine types of disposable plastic tableware to dine-in customers at catering premises will be prohibited. The regulation will be fully implemented in the second phase. 

The government will implement the first-phase regulation from April 22, 2024, in support of Earth Day. The timing of implementing the second-phase regulation will depend on the availability and affordability of the relevant non-plastic or reusable alternatives, and it is tentatively set for 2025.
